[Ssr2-review] Consensus Call on SSR1 Preamble

Dear SSR2 RT: 

On the plenary call today, we reached a point where no one on the call had any unresolved concerns with the SSR1 Preamble text.  Some of the more vocal people on the mail list were not on the plenary call, so I want to make sure that we have reached consensus.  This is a Last Call for comments on the text.
