[Ssr2-review] Terms of Reference, Final

hi,

Laurin and I had a side thread about the unclear
(or at least unclearly documented) provenance
of these definitions, which I think we should 
handle in the final report. 

So I'm fine with the current version of ToR,
and fine with the blog/announcement.

I'm sorry I missed the call last week, was up
in mountains on vacation, and next week I'm 
on an airplane during the call slot.  I'm not
sure how long it takes for call transcripts to 
appear on the wiki but I'll definitely read 
them when they get there.
