[Ssr2-review] Comments from Marrakech

I am trying to understand the comments that were raised on recommendation where I am the penholder.  I am looking at this document:

1) Recommendation 4 (Budget Transparency):  Full transparency might not be good, likely more important issues elsewhere.

SSR1 called for full budget transparency for SSR-related items. What is the origin of this comment?  If there is disagreement now, we need to completely revisit the findings.  That would mean that this team believes that this recommendation is no longer relevant.

2) Suggestion 1, 2, 3: I do not believe that these will appear in the Recommendations section at all.  That is why we stopped calling them recommendations.  I think they belong in an Appendix that covers things that ICANN can do to make it easier on future review teams.
