[SubPro-IRT] Next Round Policy Implementation Plan

Just a note that GNSO Council commented formally on this issue in its
Second Clarifying Statement to the ICANN Board regarding certain pending
recommendations.  I believe the Statement said that neither Sub Pro nor the
Council took a position on private auctions but I am not sure of the exact
language.  I think it would make sense for the IRT to be provided with that
language in the Second Clarifying Statement if we intend to discuss this
further.
