[SubPro-IRT] Closed Generics & Applications Assessed in Rounds

Hi Lars and Elisa,

I'm wondering as to Item 2 in Applications assessed in Rounds whether the
following language would be more in the spirit of the Sub Pro
recommendation:

"ICANN org has not encountered significant barriers to its ability to
receive and process a new batch of applications."
