criterion 2v deals with public benefit as follows: “</span><span style="font-size:11.0pt;font-family:"Calibri",sans-serif">The organization's activities cannot benefit private persons or non charitable organizations”. My understanding of the intent is that
this would exclude from eligibility a non profit/charity/equivalent that was structured in such a way that its revenues or assets are returned to a private person or non-charitable organization. However, I think the language used could be read as covering
any charity which provides benefits to third parties, for example by means of grants or access to goods or services, which I don’t believe is the intent. Assuming my understanding is correct, I think it would be helpful to provide a clarifier to this criterion,
perhaps as a footnote. Something along the lines of “For the avoidance of doubt this is not intended to refer to the provision of support to third parties, for example grants, goods or services, made in the ordinary course of the performance of the applicant’s
charitable or public benefit mission.”<o:p></o:p></span></p>
