[SubPro-ODP] SubPro ODP announcement

Jeff,

I wanted to flag the announcement on ODP that was published today:  https://www.icann.org/en/announcements/details/icann-launches-new-gtld-subsequent-procedures-operational-design-phase-20-12-2021-en

This references the work done to date under internal project organization, and notes that the execution of the Operational Design Phase itself will be underway in January.  Per the Board resolution in September, the org has advised the Board that it is fully transitioning into to the ODP in the new year.
