Hi Gavin,

I think from the point of view of this group that we have to take into account that any system needs to have the ability to both automate approvals based on specific criteria (possibly request types or accreditation levels?) as well as allow for manual intervention.

Personally I think the idea of having ICANN manually approve all requests is not scalable, and thus a non starter, but this is one of those policy questions that I'm not sure we know the answer to yet. 

I think this is where "consider the technical impact of policy choices," from the charter comes in.
