[TSG-Access-RD] Description of OAuth Claims

As we discussed during yesterday's call, I've made some changes to the model document to describe what an OAuth claim is in more detail. I've also noted the need for policy development to determine the set of claims and the actors who can assign them. The text can be found in the Prerequisites subsection under the Proposed Solution section.
