Re: item 4 (wiki translate plugin)

The Translate plugin which was originally installed in Confluence which
many liked (and which lack of compatibility to the later versions of
Confluence prompted this look for workarounds) has been updated. See
http://www.appfusions.com/display/SPKMYL/Home.
The latest version update was v1.3.1 dated March 28, 2014 (see
http://www.appfusions.com/display/SPKMYL/Downloads+and+Notes)

Perhaps this should be installed and tested.

Longer term, the "Enterprise Translation Hub for Confluence" at
http://www.appfusions.com/display/LNGOTKC/Home looks interesting.
