[twochar_comments] Two character SLDs

Dear Sir/Madam

This refers to the subject matter regarding the introduction of Two-Character SLDs. .IN Regsirty has the following observations:

1.     .IN Registry has noticed that non-Letter/Letter two-character ASCII labels in the second level may lead to confusion. For example “ln” or “1n” is very similar to India’s ccTLD “.IN”. We are also aware that certain other countries and Registries have similar concern on this subject matter.

2.     In this regard, .IN Registry would like to suggest that the certain similar and deceptively similar two character labels at the second level should be withheld from all Registries.

3.     The following change in the paragraph below, is proposed in italics:

“Accepting objections to release the use of two-character labels at the second level which are the same or similar or deceptively similar as the ccTLD/s expressed by the respective government /Registry during the public comment periods.  That is, the decision to allow the use of the label or not rests with the government, not with ICANN.”

4.     An additional paragraph may be added in continuation:

“ccTLDs may submit a tentative list of two label characters which are objectionable and ICANN may consider withholding such two label characters in the second level,ab initio.”
