[twochar_comments] the second level under New gTLDs

Dear ICANN,

Russian Federation cannot agree to use two-character labels “.ru”, “.рф” and “.su” at the second level under New gTLDs.

We are concerned that the deceptive similarity of these two-letter combinations with country codes ccTLDs creates the risk of confusion and misleading of Internet users.

We reserve the right to further review this decision. Until further notice from our side please apply this approach to all requests under New gTLDs.
