[twochar_comments] comments pertaining to ceb to rent

Dear ICANN,

I refer to requests for authorization of the use of two-letter names under TLDs posted for comments from 8th to 12th June (.ceb to .rent) on https://www.icann.org/resources/two-character-labels.

Spain objects to the use of the "es" label under .lotto, .poker, .voto and .vote. ".lotto" and ".poker" are gambling related TLDs and belong to category 1 of GAC safeguards as agreed at the Beijing meeting, March 2013. The provision of gambling services is subject to stringent regulations and licenses in Spain. By retaining the power to approve the assignment of "es.lotto" and "es.poker" to a potential registrant, the Spanish Government makes sure these domain names will only be assigned to persons or companies having the required credentials.

".voto" and ".vote" are the first and the third person in singular of the present tense of the verb "votar" (to vote) in Spanish. It is closely linked to the fundamental right to participate in political elections. For that reason, we request "es.voto" and "es.vote" be excluded from registration and expect the Spanish Government will be consulted on any request to register those names.
