I have just modified our Australasia zoneinfo file to take account of
changes in the NSW rule, and have incorporated changes distributed from
Queensland and South Australia over the Australian news recently.
I have also added code for Lord Howe Island (perhaps not in
the most efficient manner possible).  Lord Howe maintains GMT+10:30
when the New South Wales mainland is observing GMT+10:00.  When
the mainland moves to daylight saving time, it adopts the same time,
namely GMT+11:00.  So its "saving" is only 30 minutes.
