    Any ideas for how to handle things are welcome

One minor suggestion - perhaps separate the rules from the
code in the ftp archives, the rules change more frequently,
and are useable by more and more sites these days, incl those
for whom the code is neither really useful, nor necessary
(vendor supplied stuff is there & works).
