How does your system differentiate between POSIX-style and ado-style
TZ values? Vanilla ado code tries ado-style first, but more-compliant
(== less-useful) implementations may only go with POSIX-style unless
the string begins with ':'.
Give ``TZ=:US/Pacific'' a burl.
