tz93c botches time zone transitions in Brazil

Thanks for this new fix.  Both it and the new data on Israel are now
incorporated in
	~ftp/pub/tzcode93d.tar.Z
and
	~ftp/pub/tzdata93d.tar.Z
on elsie.nci.nih.gov (128.231.16.1).

(And I think the woes of elsie's transition from being a Sun 3 to being a
Sun 4 are over.)
