Here is a proposed patch to tzdata95c's southamerica file.

Bolivia was omitted inadvertently from tzdata95c; this patch brings it back.

I wrote hernan at isoft.com.ar and suggested that the zone name be
changed back from `Argentina/Buenos_Aires' to `America/Buenos_Aires'
to stick with the current naming conventions, and that the time zone
abbreviation be changed from ARS/ARD to ARST/ARDT (by analogy with New
Zealand).  He wrote back that this seemed OK.  He hadn't known about
the zone naming conventions.

I also came up with a more compact representation of his fix,
updated some of the comments to match the recent changes,
and fixed the spacing.
