However, the law says to switch to DST at midnight on the second SATURDAY
of October, which is not the same as 0:00 on the second sunday of October.
Thanks for the tip, Eduardo. Two questions:
* Is the law the same for March as it is for October?
I.e. should the `Sun>=8' be changed to `Sun>=9' twice,
once for March and once for October?
* As far as you know, has the law changed recently,
or has it been the same since 1969?
