How to compile the zoneinfo files

Hello, this is Ronman Shen from SJCS/ISE.

Thank you for your attention.
I've changed the file "/usr/share/lib/zoneinfo/asia" to make the system
display correct time.
But I don't know to how to compile the file now. 
Can you tell me that?
