new versions of tzcode and tzdata

The files

	ftp://elsie.nci.nih.gov/pub/tzdata1997f.tar.gz
are now available. These incorporate the fixes to zic's error handling that
were recently circulated on the tz list, as well as changes inspired by the
item circulated on Slovenia. The description of Web resources has been
htmlified for browsing convenience, and a new piece of tz-related music has
been added to the "Music" file.
