timezone database

Dear TZ,
i'm glad you guys are around. If you don't mind though i'd like to ask
which file on your ftp site am i going to download if i need a timezone
database? And what database format is this? How is it used (or at
least you can give me which file will give me the mechanics or algorithm
to use this database)?
