Thanks very much for the information and reference. It appears that
Brazil now has the world's best official source for daylight-saving
time data: they have online copies of most of their DST decrees,
dating back all the way to 1931!
I haven't had time to check the older data against ours (I don't read
Portuguese, which slows me down a bit), but here's a proposed patch to
propagate the new data now, along with references to the (unchecked)
older data. This patch also removes an old comment by Guy Harris
which is now clearly incorrect.
