questions about FORMAT

The belize entry does not have a current rule and I take this to mean
that they currently do not observe daylight savings time.

The problem is, what is the value that is to be substituted into C%sT
if there is no rule?

Should the formatted name of the time zone be "CT" or "CST"?  If it is
supposed to be CST, how are you to know this?

I am using Belize as an example, there are several timezones that have
this same problem:

As an extreme example of this problem is exhibited by
