How did you try to reproduce it?

With glibc 2.1, I can easily reproduce it with tzdata1999c (just
downloaded):
$ zic asia 
"asia", line 307: unruly zone
"asia", line 307: %s in ruleless zone

but `zic asia europe' works

Btw. how can I subscribe to the tz list?
