Format error in the australasia file tzdata1999i

There is a minor format problem in the australasia of tzdata1999i .  It
is distributed with the following line:

# Rule  NAME    ... SAVE ...
Rule    Tonga   ... -    ...

The "-" in the "SAVE" field is not defined anywhere in the description of
Rule lines.  I believe it should be "0" instead.  Please let me know if
this is not the correct value.
