On Friday, Gwillim Law kindly sent me a summary of changes to the IATA
SSIM data contained in the the February, 1999 edition. It suggests
the following changes to the tz tables; at the end of this message is
a proposed patch to implement these changes. The most pressing change
is that for Lebanon, as the current tz tables became incorrect on Sunday.
* South Australia and Broken Hill, NSW will not observe special DST
rules for the Olympics in 2000; they will use the same rules as
usual, ignoring the Olympics.
(Checking on the above, I independently found an Australian
Broadcasting Corporation Online report that Narrabri Shire, NSW will
also ignore the special DST rules. This seems a bit dubious so I
left it only as commentary for now.)
* Starting next year, Cuba switches to DST on April 1, not on the last
Sunday in March.
* The correct spring transition rule for Egypt since 1995 is the
last Friday in April, not the fourth Friday in April. This makes
a difference in 1995 and 2000.
* Starting this year, Lebanon switches to standard time on the last
Sunday in October, not September.
* This year's new rule for Paraguay is to switch to standard time on
the last Saturday in February, not the last Sunday.
* In 1987, Victoria, Australia, switched to DST on the third Sunday in
October, not on the last Sunday.
* In 1943/1944, Western Australia did not observe DST.
The following changes are to commentary only:
* IATA SSIM clains that Armenia switches on Mondays in 2001 instead of Sundays.
* IATA SSIM has more discrepancies in the data for Iran. I'll
continue to assume that Iran uses the Persian calendar to switch;
the IATA SSIM disagrees by at most four days.
While researching the above, I found the following info from the
Australian Bureau of Meteorology, and included it as commentary:
* Macquarie Island follows Tasmanian practice ``irrespective of any
local use of DST''. I'm not sure what this really means, so I'll
ignore it for now.
* Giles Meteorological Station (which is in the middle of nowhere in
central Australia) uses South Australian time even though it's
actually located in Western Australia.
