various time changes

Dear Paul,

    Here are some changes in time zones that have come to my attention
recently.

Tonga is observing DST as of November 4, 2000, and will stop on January 27,
2001.

Dominican Republic changed it's mind and presidential decree on Tuesday,
November 28, 2000, with a new decree.  On Sunday, December 3 at 1:00 AM the
Dominican Republic will be reverting to 8 hours from the International Date
Line, and will not be using DST in the foreseeable future.  The reason they
decided to use DST was to be in synch with Puerto Rico, who was also going
to implement DST.  When Puerto Rico didn't implement DST, the president
decided to revert.

Jordan will most probably implement DST next March (2001), on the last
Thursday.  However, with them, it is not possible to predict this with any
certainty.  If they do implement it, it will run to the last Thursday of
September, 2001.
