   Report of the URSI Commission J Working Group on the Leap Second

Just to put that report in its bureaucratic context:

URSI is the International Union of Radio Science, a nongovernmental
organization under the International Council for Science (ICSU).
Commission J focuses on radio astronomy and remote sensing of
celestial objects.

Commission J set up the Working Group on the Leap Second in August of
last year.  Its job is to study the effect of halting leap second
insertions into UTC, as proposed by McCarthy and Klepczynski.
