proposed tz changes for Argentina, Jordan, Paraguay, Sudan

Here are some proposed changes to the tz database. The most pressing
changes are for Argentina (where the old tz database becomes incorrect
on Sunday) and for Sudan (where it became incorrect on January 15).
* Argentina has stopped using DST; it will not move its clocks ahead
this Sunday. (Thanks to Peter Gradelski via Steffen Thorsen for
this info.)
* As of last fall, Jordan's DST rules are from March's last Thursday to
September's last Thursday, switching at 00:00.

* As of last spring, Paraguay begins DST on October's 2nd Sunday, not its 1st.

* Sudan switched to UTC+3 on January 15.

* In tz-link.html:
- Place "Time and The Arts" in the same category as dmoz and yahoo.
- Create a new category for non-web tz-based software, and add
a Windows app.
- Add a pointer to NTP.
* Fix some HTML nonconformance glitches, and make some phrases more consistent.
* Update some obsolete email addresses.
