Lithuanian time zone update

[Marius Gedminas]

Lithuania gave up shifting to summer time as planned.  Here is a patch
for europe file from tzdata2000d.tar.gz.

Note that I'm not sure about the exact time of this change, I just
copied 1:00u from the line above.
