Alternative place names?

With respect to what is a "country", there is a new ISO/IEC 18038
standardization activity focussed on the "Identification and Mapping of
Various Categories of Jurisdictional Domains". Attached is an initial
working document in support of new ISO/IEC 18038. Comments, critiques,
suggestions, contributions, etc. are most welcome.
