Lord Howe Island DST switches

The secretary of Lord Howe Island Board, James Lonergan, said that the island always tries to stay in sync with the rest of NSW at all time except for the fact that they stay ahead half an hour when DST is not observed. If this is interpreted literally, they should change clocks at the exact moment that e.g. Canberra changes from normal to daylight saving and vice versa.

In that case I believe Lord Howe should be going on DST at 2:30 local time as well as leaving DST at 3:00 local time. This would make the following change in the tz database:

This would mean that Lord Howe Island changes to DST at 2:30 local time, and leaves DST at 3:00 local time. This would at the same time be 2:00 local time in Canberra entering DST, and 3:00 local time leaving DST.
