This patch corrects a typo mistake in Brazil's timezone for 1999, and also 
introduces the
new time zones for daylight savings time in 2000/2001, a decree from 
09/06/2000.
The daylight savings time for 1999/2000 is also included.
Patch created with the command "diff -Naur tzdata/southamerica 
tzdata.new/southamerica",
timezone is UTC0.

The site http://www.presidencia.gov.br/CCIVIL/decreto/principal_ano.htm 
seems to be
the "official" decrees site in Brazil, the site 
http://pcdsh01.on.br/DecHV.html is from
the time service but apparently is storing a copy from the information of 
the site above
(the DST information for this year was released first in the first site
cited).
