Continents in tz database? (was: Cyprus)

For user-interface purposes, it makes life much easier to have users
select from a list of regions first, rather than offering a list of
two-hundred-odd countries right off the bat.  (Users still complain
about having to page down to the very end of ``Americas'' to find
``United States'' -- since that's where at least 50% of the users
are.)
