The official Tonga tourist board Web site at
<http://www.vacations.tvb.gov.to/facts.htm> says:

				STANDARD TIME 
	Tonga is 13 hours ahead of Greenwich Mean Time or UTC.. 

Nothing mentioned about DST here.
