Question about historical timezones

Hi,

I don't know if this is the right place to ask, I cannot download the
files mentioned on <http://www.twinsun.com/tz/tz-link.htm> through the
corporate firewall, but I'm dying to get information about what
Lithuania, Latvia and Estonia have been doing with their timezones
since 1999, if possible with dates of change.
