DST in Paraguay

I found the link http://www.diarioabc.com.py/eco02.htm about this issue
which is an up-to-date confirmation of the link http://www.diarionoticias.com.py/011000/nacional/naciona1.htm> 
which says that the DST will end First Sunday of March, but not at
which hour (although the DST change in October being at 0 hour,
your might deduce that DST will be left at the same hour). This also
confirms that no separate rulings have been enforced in the mean
time. 

This means that this Sunday the 4.th. of March at 0:00 the clock
will be set back to 23:00 in Paraguay.

In support of Mr. Knops's assertion, I found this article in the digital
edition of Noticias, a daily paper in Asuncion, Paraguay, at
<http://www.diarionoticias.com.py/011000/nacional/naciona1.htm> (the edition
of October 1, 2000).

"La hora oficial se adelanta hoy sesenta minutos

"Desde la 0 hora de hoy rige el nuevo horario de verano en cumplimiento del
Decreto Nº 7.273 del Poder Ejecutivo con el fin de adecuar el horario a las
variaciones climáticas de nuestro país.  Desde la 0 hora el reloj será
adelantado 60 minutos, con lo que el tiempo se adecuaría a los cambios del
clima en este periodo del año.  Según el argumento oficial, el objetivo del
cambio de horario ?cada seis meses? es aprovechar la luz solar reinante en
esta época del año y ahorrar energía eléctrica.  Este sistema de horario
establece que hoy domingo tendremos sólo 23 horas y, por ende, las personas
tendrán una hora menos de descanso, dormirán menos tiempo.  El cambio
sistema horario se produce desde hace varios años, aunque anteriormente se
establecía por medio de un decreto para cada caso y ahora rige de la misma
manera, pero de manera permanente.  Cada seis meses, por medio de una ley,
el cambio será el primer domingo de octubre; en tanto, el horario será
atrasado el primer domingo de cada mes de marzo.  Con este procedimiento
habrá una diferencia de tres horas con el centro británico conocido como
Grenwich Meridiano Terrestre (GMT), la referencia universal de tiempo para
los relojes y cronómetros del mundo."

My non-literal translation of the essential points:

Standard time moves forward sixty minutes today

Starting at 0:00 today, the clock will be set forward 60 minutes, in
fulfillment of Decree No. 7,273 of the Executive Power....  The time change
system has been operating for several years.  Formerly there was a separate
decree each year; the new law has the same effect, but permanently.  Every
year, the time will change on the first Sunday of October; likewise, the
clock will be set back on the first Sunday of March.
