The previous directives also include much the same requirement for a
summer-time period in all Member States.  (Though in some of the earlier
directives there were different end dates for the UK and Ireland and the
other Member States, and in some cases those different end dates were
optional and the UK and Ireland could have chosen but didn't choose to
adopt the dates for the other Member States, before it was decided that
the whole EU would move to October dates as had been used in the UK and
Ireland.)
