Australian EST revisited

Hello,
I guess this is a FAQ, but anyway here goes.
As you know:
~% TZ=Australia/Brisbane date
Fri Nov 16 13:18:11 EST 2001
~% TZ=Australia/Sydney date
Fri Nov 16 14:18:11 EST 2001
which is quite confusing, not to mention:
~% TZ=US/Eastern date
Fri Nov 16 00:56:55 EST 2001
Since according to
http://www.dstc.qut.edu.au/DST/marg/daylight-other.html#zones
the correct abbreviations are AEST, AEDT, etc, but are the
reasons for not updating to those unique unambiguous
abbreviations.
What software would break if such a change were made?
