Time zone changes for Riga, Latvia

Hi!

There is changes according  of the Cabinet of Ministers of the Rep. 
of
Latvia from 2001. January, 9 Nr 18.

so, the 2000 year was only one without summer time in Latvia. Since 
2001
summer time applayed again by Europe rules for second time zone.
