Hmmm, why should the 2001 rules be commented out?  We do need new
rules for 2002, but that doesn't mean that the 2001 rules were
incorrect for 2001.

Thanks for that fix.

Here is a patch, relative to all the other patches I've sent in recently.
I'll send out a combined patch soon, for sanity's sake.
