  I don't know if this is useful are not, but I could not find much info on the
following in your files:

Netherlands Antilles
Johnston Atoll (U.S.)
Heard and McDonald Islands
French Southern Territories

So I used the following for my purposes

French Southern Territories	+1	CET
Heard and McDonald Islands	+8	WST
Johnston Atoll (U.S.)		-10	HST
Netherlands Antilles		-4	AST
