DST in Mexico

I found another reference to the decision of the mexican congress on
http://www.reforma.com/nacional/articulo/151390/
which was obviously made before the presidential decree was
issued. That article also surprisingly suggests a change for the state
of Durango from GMT-6 to GMT-7 (except when applying DST) just
as states California South, Chihuahua, Nayarit and Sinaloa, but the
presidential decree on http://www.conae.gob.mx/ahorro/horaver2001_m1_2002.html
doesn't confirm that, so I presume for now it was a journalist's mistake.
