Brazil DST errors

Hi,

I've just downloaded a version of your timezone files from GNU.org, as
your FTP server seems to be down.

There are several errors regarding Brazil... details are on my weblog at:

I'd be happy to send you an update, but am unsure of the precise format
you require. My current TZ file is for Mac OS X only.
