New code CS for Serbia and Montenegro

According to http://www.iso.org/iso/en/prods-services/iso3166ma/01whats-new/2003-07-23_statement_cs.html the country codes for Serbia and Montenegro (former Yugoslavia), has finally been determined. ISO 2-letter code "YU" is changed to "CS", and ISO 3-letter code "YUG" is changed to "SCG". This happened 23rd of July 2003. I was informed about this by Andreas Moser from Germany.

This will affect the iso3166.tab file and the zone.tab files, if not more places in the TZ database.
