Change in Pakistan TZ rules?

I looked for a more authoritative source about this.  DAWN (which
claims to be the most widely-circulated English language newspaper in
Pakistan) reported in <http://www.dawn.com/2002/10/06/top13.htm> that
DST ended on 2002-10-05 at midnight.  So it appears that Rives McDow's
source is correct, at least for 2002.  So I'll propose something like
the following change in my next patch.  Thanks for mentioning this.
