tzcode license clarification?

OpenBSD is doing a license audit and it seems there are parts of
the tzcode package that lack a license/copyright notice.  Some files
are derived from BSD code and feature a Berkeley licesnse, others
are explicitly placed in the public domain, but some have no
license/copyright info.

The files we are concerned about are:
 o ctime.3
 o ialloc.c
 o scheck.c
 o newtzset.3
 o zdump.8
 o zdump.c
 o zic.8
 o zic.c
