Hmm. The last (at least published) decree seems to be no. 4399 stating that
there is a 60 min. DST from Nov. 3 2002, 0 h, until Feb. 16 2003, 0 h, in
the states Rio Grande do Sul, Santa Catarina, Paraná, São Paolo, Rio de
Janeiro, Espírito Santo, Minas Gerais, Goiás, Mato Grosso, Mato Grosso do
Sul, Tocantins, Bahia, Distrito Federal. [Note the correct accents on the
