I agree.  If Brazil changes its mind again this year, we can issue a
new version then.

Here's a proposed patch to the tz data that incorporates our
discussion about Brazil, along with some other lower-priority patches
that I had saved up.


* Changes to current or future data.

  - In Brazil DST starts the 3rd Sunday in October this year, and BA,
    MT and TO no longer observe DST.  New Zones America/Bahia and
    America/Campo_Grande.  Thanks to Paulo Alexandre Pinto Pires for
    the details.

* Changes to historical data.
 
  - In Canada, fix many transitions before 1960.  New entry America/Toronto,
    which the backwards-compatibility entry Canada/Eastern links to.

  - In Asia/Aqtau, the 1995 switch from 5:00 to 4:00 was Mar, not Sep.

  - Pacific/Chatham was 45 minutes ahead of Pacific/Auckland
    from 1947 to 1990.

  - For Pacific/Auckland, change many transitions before 1947, by using
    data from the Department of Internal Affairs and Carol Squires in
    preference to Shanks.  Standard time was called "Mean Time"
    and daylight-saving time was called "Summer Time" before 1947.
  
  - Pacific/Midway observed DST in 1956.

  - Use abbreviations like "EPT" for Eastern Peace Time in
    non-US American locations, too.

  - Lisbon introduced standard time on January 1, 1912, not May 24, 1911.

* Changes to non-timezone data.

  - Serbia & Montenegro's country code has changed from YU to CS.

  - Change descriptions for America/Sao_Paulo, America/Cuiaba,
    America/Montreal reflecting their new, smaller locations.
    Fix typo in America/Fortaleza description.

  - Fix latitude and longitude of Pacific/Chatham.

* Commentary fixes.

  - Update comments about Israel; thanks to Ephraim Silverberg.

  - Describe Brazilian time zone borders more accurately; thanks
    to Oscar van Vlijmen.

  - Add comments by Mark Brader about early DST in Canada.

  - Add more commentary about William Willett, including a 1934 paean
    to Willett by Winston Churchill.

  - Add somewhat-confused claim that Wake Island observed double-DST
    in 1950.

* Changes to tz-link.htm web page.

  - Add references to Mac OS X, OpenVMS.

  - XCal seems to be dead; cut down on its description and
    talk about it in the past tense.

  - webexhibits.com -> webexhibits.org.

  - Revert Australian link back to the NSW AG office,
    since www.dstc.qut.edu.au/DST/marg seems to be down.

  - Adjust link to history of DST in Chile, to point to WebExhibits,
    since the SHOA no longer seems to publish it.

  - Add references to Carol Squires's New Zealand page,
